Can't Raid, Mug, Kidnap, or Own Illegals
Mayor(Cannot have any weapons bigger than a Pistol)

Bank Guard
Neutral Citizens
Can't Raid or Mug, or Kidnap, but can own Illegals
Citizen
Chef
Gun Dealer
Hotel Manager
Millionaire
Hobo/Hobo Leader(Can Raid and Mug, but Can't Own Illegals)
Bad Citizens
Can Mug, Raid, and Own Illegals, Only certain Classes/Jobs Can Kidnap
Kidnapper(Only Job/Class allowed to Kidnap more than 1 person)
Thief
Professional Thief
Hitman(Cannot Mug, cannot Raid unless there is a Hit target inside an owned base)
Pirate/Pirate Captain(Pirates can Kidnap 1 person, but only as a group, No "Per Person" Kidnaps)
